CLASS TITLE: Director of Exceptional Children
REPORTS TO: Superintendent / Designee
APPROVED:
NUMBER OF DAYS : 240 days

Basic Function:
Provide sound educational programs for exceptional children.
DUTIES AND RESPONSIBILITIES:
- Contributes to the development of total school philosophy of education.
- Assists in the adaptation of school policies to include special education needs and 504 Plans.
- Recommends policies and programs essential to the needs of exceptional children.
- Keeps informed of all legal requirements governing special education and 504 Plans.
- Provides leadership in establishing new programs and developing improved understanding of existing programs.
- Develops and initiates survey programs for continuous identification of exceptional children.
- Evaluates existing programs as an ongoing responsibility and recommends changes and additions as needed.
- Establishes procedures for placement, evaluation, assignment, and evaluation of students with regard to the special education services program.
- Assists in recruitment, selection, and recommendation for hiring of any special education personnel.
- Assumes responsibility for compiling, maintaining, and filing all reports, records, and other documents legally required or administratively useful.
- Supervises preparation of data necessary for reimbursement of funds, collecting of tuition for out-of district students, and similar fiscal matters.
- Develops budget recommendations and provides expenditure to control on established budgets for special education.
- Keeps informed of state financial aid for special education.
- Interprets the objectives and programs for the special education services to the Board, the administration, the staff, and the public at large.
- Evaluates on an ongoing basis, the total special education program curriculum, procedures, and individual students’ needs and achievements.
- Makes recommendations on design, furnishings, equipment, and location of new special education facilities.
- Assumes responsibility for own professional growth and development, for keeping current with the literature, new research findings, and improved techniques; and for attending appropriate professional meetings and conventions.
- Investigates allegations of harassment/discrimination and issues a written report.
- Investigates grievances and issues a written report.
- Works with state agencies and local programs to ensure that state agency children receive a quality education comparable to all students.
- Serves as point of contact for KECSAC, DJJ, DCBS and DBHDID.
- Serves as supervisor of KECSAC program(s) in the district.
- Mentors new teachers
- Demonstrates positive, professional relationships with district personnel, school staff, parents and community
- Integral support for maintaining a school-wide climate and organization for learning which includes but is not limited to high expectations, cooperation, support, positive attitudes
- Maintains regular attendance
- Performs other duties as assigned
PHYSICAL DEMANDS:
- Work is performed while standing, sitting and/or walking
- Requires the ability to communicate effectively using speech, vision and hearing
- Requires the use of hands for simple grasping and fine manipulations
- Requires bending, squatting, crawling, climbing, reaching
- Requires the ability to lift, carry, push or pull light weights
EDUCATION & EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills would be:
Experience:
- Experience teaching exceptional children.
- Experience as ARC Chair.
- Experience as 504 Chair.
Education:
- Equivalent to the completion of a Master of Arts or higher degree from an accredited institution.
LICENSES AND OTHER REQUIREMENTS:
- Certification as Director of Special Education and/or qualifications that meet state requirements.
